I would then, run Windows Updates again to see if the hanging update installs. This will allow Windows Defender to see Norton is no longer present on the system and begin doing its processes. Allow it to fully boot, waiting 4-5 minutes. Once Norton is removed reboot the computer. Remove your Norton product using the Norton Removal Tool. Perform a REMOVAL ONLY scenario by clicking on " Advanced Options" when the tool starts.
